Policy Making Institutions

The ministry is responsible for national libraries and public libraries operated by local and regional authorities. The responsible unit is the Directorate General of Media and Cultural Industries (DGMIC), specifically the Book and Reading Service, Library Department.

The ministry is responsible for academic and research libraries. Responsible units are the Common services of the Directorate-General for Higher Education and Professional Integration (DGSIP) and the Directorate-General for Research and Innovation (DGRI), Service for the Coordination of Higher Education and Research Strategies, Department of Scientific and Technical Information and Documentary Network.

The ministry is responsible for school libraries and documentation and information centres. The responsible units are the Directorate General for School Education (DGSCO) and the Inspectorate General of Education, Sport and Research, College Educational Institutions, Territories and Policies.

The Ministry of Education is responsible for all policies on education, including apprenticeships and wider skills acquisition in Ghana. MoE work to provide education that ensure opportunity is equal for all, no matter what their background or family circumstances. It is headed by a Minister with two deputies, a Minister of State.

The Ghana Library Authority exists to provide a comprehensive and accessible public library service to promote lifelong reading habits among the populace with the objective of ensuring the development of the individual’s social and intellectual capabilities and the creation of a well-informed society for national development.

The Ministry of Education and Religious Affairs is the government department responsible for running the country's education system and for supervising religion affairs in Greece. The areas of responsibility include all levels and types of formal education (pre-school/primary/secondary/higher/vocational/adult education). It is also the supervisory body of a) public entities that in any way provide education and/or educational resources, e.g. the National Library of Greece and the General State Archives, b) public entities and institutions serving religious objectives.

The Hellenic General Council of Libraries (HGCL) is a corporate body in the Ministry of Education, Research and Religious Affairs. The responsibility of HGCL is to develop and suggest policies to the Minister, as well as to further analyze implementation strategies for the Public Libraries in Greece, in cooperation with the National Library of Greece

The Ministry formally supervises public libraries in the country. It is also responsible for infrastructure development, support for artists, promotion of cultural diversity, heritage preservation, and educational collaboration. It is important to note that culture is a dynamic field, the Ministry’s role continues to evolve in response to Iraq’s changing social and political landscape. Additional activities include recent digital initiatives, international cultural exchanges, efforts to promote cultural tourism, or responses to current challenges like post-conflict reconstruction and displacement.

The Ministry supervises the Administration of the University Presidency, which takes care of the centralised system of university libraries in Iraq. The Ministry strives to bring about both quantitative and qualitative advancements in the scientific, technical, and cultural landscape of Iraq. It plays a guiding role in steering scientific and research institutions toward the creation of a new, well-educated generation—one that is equipped with the necessary knowledge and skills to become a driving and influential force within Iraqi society. In addition to its internal educational mission, the Ministry is also committed to fostering and expanding scientific and cultural relations with other countries, as well as with international scientific and academic organizations. This is done with the aim of achieving greater harmony and integration in the global sphere of science and knowledge. Furthermore, the Ministry is responsible for supervising universities across Iraq, managing their financial allocations, and facilitating scholarship programs that allow Iraqi students to pursue education abroad.
