Libraries in Georgia

Last update: March 2025

The first public library in Georgia was founded in 1846 by the Society for the Spreading of Literacy among Georgians. First public libraries played an important role in maintaining Georgian identity by disseminating literacy among Georgians.

Now library system in Georgia is decentralised. Most libraries in regions are supported by the state municipalities. Private funding by the business sector is a new initiative for libraries. Work of libraries is regulated by the state Law on Librarianship, the Law about the National Library of the Parliament of Georgia, the Law on Legal Deposit, and the Law of Georgia on Copyright and Related Rights. In addition to this, every library has its own statutes.

Standards for librarianship for state and municipal libraries are ensured by the National Library of Georgia as the main library in the country in cooperation with the Ministry of Culture, Sports and Youth of Georgia. Academic libraries are funded by the Ministry of Education and Science of Georgia or by owners of the private high schools.

The National Library of Georgia is the main scientific library in Georgia, preserving and digitising printed editions published in Georgia and important scientific and universal publications and other documents of foreign countries. It also serves as the cultural and methodological centre of national bibliography, information, scientific research and has a role of the coordinator of librarianship in the country alongside with the Ministry of Culture, Sports and Youth of Georgia. The National Library is accountable to the Parliament of Georgia due to its exceptional national significance. Annually, about 10,000 new users apply for access to the National Library.

One of the significant projects of the National Library of Georgia is the movement “Equilibrium”. The goal of the project is to revive and equip regional and village libraries across the country. The movement is supported by the public and it was acknowledged as the most important event in the field of education in 2016 in the public broadcast survey. In 2023, the movement has already supported more than 1,000 regional libraries and reading centres. The goal for the coming years is to renew and modernise Georgia’s prison libraries.

Another remarkable project of the National Library is the SDG (Sustainable Development Goals) Square Libraries in regions.

In 2020, as part of the SDGs project, with the support of the UNDP, the National Library of Georgia, the Georgian Manganese, and the Georgia Library Association, two libraries were equipped with solar panels to ensure regular energy supply. Another initiative within the SDGs project includes establishing the National Day of Shelter Animals by opening information centres in villages.

The Georgia Library Association, founded in 2000, is a non-profit union representing its 150 member libraries. The National Library of Georgia worked together with the Georgia Library Association to renew technologies in more than 100 libraries as part of the project “The Universal Internalization and Broadband Development in Georgia”.

There are two National Libraries in the country, almost 800 public libraries in the regions of Georgia, more than 730 village libraries, and more than 60 municipal libraries. In 2012, many municipal libraries were closed due to reorganisation. Later, they were transformed into 64 multifunctional mediathek with Internet access in green parts of cities.

The National Library of Georgia is acknowledged as one of the most open and democratic institutions in the country. All types of creative unions are free and equal before the law. Freedom of creativity and creative process is acknowledged and defended by the constitution of Georgia.

The administrative unit can be a single library or a larger organisation, typically containing a central/main library, branch libraries and administrative functions.

Population Density

Population density is midyear population divided by land area in square kilometers. Population is based on the de facto definition of population, which counts all residents regardless of legal status or citizenship--except for refugees not permanently settled in the country of asylum, who are generally considered part of the population of their country of origin. Land area is a country's total area, excluding area under inland water bodies, national claims to continental shelf, and exclusive economic zones. In most cases the definition of inland water bodies includes major rivers and lakes.

GDP per Capita

This indicator provides values for gross domestic product (GDP) expressed in current international dollars, converted by purchasing power parities (PPPs). PPPs account for the different price levels across countries and thus PPP-based comparisons of economic output are more appropriate for comparing the output of economies and the average material well-being of their inhabitants than exchange-rate based comparisons. Gross domestic product is the total income earned through the production of goods and services in an economic territory during an accounting period. It can be measured in three different ways: using either the expenditure approach, the income approach, or the production approach. This series has been linked to produce a consistent time series to counteract breaks in series over time due to changes in base years, source data and methodologies. Thus, it may not be comparable with other national accounts series in the database for historical years. The core indicator has been divided by the general population to achieve a per capita estimate. This indicator is expressed in current prices, meaning no adjustment has been made to account for price changes over time. The PPP conversion factor is a currency conversion factor and a spatial price deflator. PPPs convert different currencies to a common currency and, in the process of conversion, equalize their purchasing power by eliminating the differences in price levels between countries, thereby allowing volume or output comparisons of GDP and its expenditure components.

Inequality

Gini index measures the extent to which the distribution of income (or, in some cases, consumption expenditure) among individuals or households within an economy deviates from a perfectly equal distribution. A Lorenz curve plots the cumulative percentages of total income received against the cumulative number of recipients, starting with the poorest individual or household. The Gini index measures the area between the Lorenz curve and a hypothetical line of absolute equality, expressed as a percentage of the maximum area under the line. Thus a Gini index of 0 represents perfect equality, while an index of 100 implies perfect inequality.
