Policy Making Institutions

The Ministry supports the creation, preservation, defense, research use, promotion and service delivery of cultural heritage, development of culture, introduction of new values and ideas, creating conditions for reproduction and development of the society's creative potential, for intercommunication to cultural values, for free and affordable service delivery, preservation of the national cultural values on the territory of other states in the scope of international norms. The Ministry carries out the oversight of  activities of the cultural sector (libraries, museums, theaters) of the Republic. The Department of Cultural Heritage and Folk Art controls the work of the library sector.

The Department is responsible for the National Library of Australia and other national institutions. It also has responsibility for copyright law.

The Ministry of Culture pursues the government policy for public libraries, creating the conditions for their development. It provides coordination and methodological guidance of Bulgaria's public libraries through the network of 27 regional libraries.

The Ministry is responsible for the provision of library and information services in the system of secondary and tertiary education by creating the necessary regulatory prerequisites.

The Department of Canadian Heritage (PCH) is responsible for the promotion and support of Canadian culture, arts, heritage, and identity. The department works on initiatives that may impact libraries, such as promoting literacy, supporting digital access to cultural content, and preserving Indigenous languages and cultures. LAC is a portfolio agency of this department, meaning that it reports to Parliament through PCH. Libraries, especially public libraries, are not generally included in the department's support to Canada's heritage institutions. Public libraries fall under a variety of provincial departments.

Institutions responsible of policy making related to libraries are in three territorial levels: national, departamental and municipal, each one with its specific competencies. At the national level, the Ministry of Culture through the National Library of Colombia is responsible for policies related to reading and bibliographic heritage.

The National Ministry of Educations is responsible for policies related to university and research libraries as well as school libraries.

The Ministry is responsible for the National Library and Public Libraries System. Through its  Directorate of the Library System (SINABI) is the governing body of the regulations and administrative and regulatory provisions for public libraries and the National Library. The SINABI is organized in the National Directorate of SINABI, Headquarters of the National Library and Headquarters of Public Libraries (67 public libraries).

The Ministry issues policies on school libraries in Costa Rica through the Department of School Libraries, which designs programs, plans,  and regulations to be applied in all Costa Rican school libraries. Within the 2015-2018 National Development Plan proposed as a Public Policy, provisions were established for the modernization and financing of libraries of educational sector, seeking the transformation of libraries and resource centers for learning (BIBLIOCRA) and the incorporation of technologies in the educational libraries. At the moment, 40% of the educational libraries became BIBLIOCRA.

The Ministry of Culture is in charge of directing, orienting, controlling and executing the cultural policy of the country as well as guaranteeing the safeguarding, preservation and enrichment of the cultural heritage of the nation. National Library of Cuba José Martí, as an administrative structure of the Ministry of Culture, is in charge of policies and legislation in the field of libraries and proposes guidelines, strategies and general state policies ensuring functioning of libraries. The National Library supervises the National Program for Reading.

The Ministry has a Department of Libraries.

The Ministry of Culture is the central State administrative body for the arts, cultural and educational activities, cultural monuments, matters relating to churches and religious societies, matters relating to press, including publication of the non-periodical press and other information means, the preparation of drat laws and other legal regulations in the area of radio and television broadcasting, implementation of the Copyright Act, production and trade in the area of culture.  The Literature and Libraries Division fulfils the tasks of the Ministry as the central governmental link for the area of literature, book culture, non-periodical press and librarianship.
