Policy Making Institutions

Learn about the national bodies that shape library policy and legislation. These institutions set strategies and make key decisions influencing libraries across the country.

The Presidential Office Committee on Library and Information Policy / 대통령 소속 국가도서관위원회
In accordance with Article 12 of the Library Act, the Presidential Office Committee on Library and Information Policy is responsible for establishing a comprehensive library development plan, improving library-related systems, establishing national and local library operating systems, and supporting the establishment of libraries. The Ministry of Culture, Sports and Tourism, along with other relevant ministries, is responsible for implementing library policies. Through the committee, various activities such as discussing library policy issues, gathering opinions, making policy proposals, and conducting site visits are carried out.
The Ministry of Education, Culture and Research / Ministerul Educa?iei, Culturii ?i Cercet?rii
The Ministry is the body that coordinates the educational system in the Republic of Moldova, sets the objectives of the educational system as a whole, and the objectives of education by levels and educational profiles; which develops and ensures the implementation of strategies and policies in the fields of culture, art, cults, cinema and audiovisual. According to the Law on Libraries the Ministry:
  • Coordinates and promotes state policy in the field of libraries;
  • Ensures the national unity in the activity of libraries;
  • Coordinates and monitors the activity of the national libraries system;
  • Elaborates and approves the normative framework regarding the activity of the public libraries;
  • Monitors the process of implementing legislation in the field of libraries' activity;
  • Maintains data statistics on the organization and functioning of public libraries;
  • Organizes and carries out the attestation of the specialized personnel of the libraries.
Ministry of Culture of the Russian Federation (Ministry of Culture of Russia) / Ministerstvo kul`tury` Rossijskoj Federaczii (Minkul`tury` Rossii)
Russian Ministry of Culture serves as the federal executive authority for culture and art. The Ministry develops and executes policies and regulations in the following areas: culture, art, cultural heritage (including archaeological heritage), cinematography, copyright, and other related legislation. It is in charge of state cultural and cinematographic properties, providing cultural services, as well as protecting cultural heritage, copyright and related legislation, providing control and supervision in these areas. Starting 1 January 2019, the Ministry has been managing the national project "Culture", which include three federal projects: “Cultural environment”, “Creative people”, and “Digital culture”.
Ministry of Education
The Ministry aims to provide for all citizens and residents, in collaboration with other stakeholders, a comprehensive course of quality lifelong education which would enable individuals to develop and achieve their full potential, allowing them to make meaningful contribution to the national development. It is responsible for all physical up keeping, staffing, and training for all workers, and providing materials accessible for all. The Public Library is a department under the Ministry.
Ministry of Education, Innovation, Gender Relations and Sustainable Development
The Ministry is responsible for development of policies to guide the development of libraries and information centres.
Ministry of Communication & Information (MCI)
The Ministry of Communications and Information (MCI) is a ministry of the Government of Singapore. The MCI oversees the development of the information and communication technology, cyber security, and media and design sectors; the national library, national archives and public libraries; as well as Government's information and public communication policies. MCI's mission is to connect Singaporeans to community, government and opportunity, enabled by trustworthy infrastructure and technology.
National Library Board (NLB)
The National Library Board (NLB) oversees a network of public libraries, the National Library  as well as the National Archives. The NLB is in charge of establishing and maintaining libraries, promoting reading and encouraging learning through use of library services, administering legal deposit, collection development of libraries, establishing standards for the training of library staff, compiling and maintaining a national union catalogue and a national bibliography, providing repository of archives, recording, preserving and disseminating the history of Singapore through oral history, advising the Government on needs and policies related to libraries, and other related matters. Ministry of Education, Science and Culture (Government) / Ministerie van Onderwijs, Wetenschappen en Cultuur (MINOWC)
This government institution is responsible for educational development, including science and different cultures in Suriname, preservation and conservation of the cultural heritage. The Ministry has the Department of Libraries, which operates as a library - the General Educational Library (Algemene Onderwijsbibliotheek).
The Ministry of Culture and Youth (MCY) / وزارة الثقافة والشباب
The Ministry of Culture and Youth works to enrich the cultural ecosystem of the United Arab Emirates by supporting the country’s cultural, art and heritage institutions. The Ministry’s key mandates include investing in youth and empowering them and building a knowledge-based economy for a sustainable future. The Ministry has a supervisory role through the Follow-up Committee of Associations of Public Benefit.
Department for Digital, Culture, Media and Sport (DCMS) Libraries Team
DCMS holds the 'policy' mandate for libraries and is responsible for 'super-intendence' (regulation and oversight) under the 1964 Public Libraries and Museums Act. In practical terms, this involves liaison with Local Government and library services to promote improvements, to maintain provision and to ensure alignment with other central Government priorities. Recently, DCMS Libraries Team has shifted into a 'proactive' mode whereby they engage with local Authorities before any changes to services are implemented.
Department for Levelling Up, Housing and Communities (DLUHC)
DLUHC is responsible for the oversight and regulation of the work of Local Government, which is the primary funder of publicly funded library services in England. They do not have a specific mandate for library policy but are responsible for ensuring that libraries are included in policy initiatives (often referred to as a 'Libraries First' policy).
Museums, Archives & Libraries Division of the Welsh Government (MALD)
MALD is responsible for setting policy, overseeing library standards, promoting service improvement and directing funding to library and information services in Wales, as well as for engagement with the National Library of Wales.
